Deborah L. Bulkeley

Attorney Deborah L. Bulkeley attended law school at the University of Utah, where she graduated Order of the Coif (top 10% of her class). She was admitted to the Utah State Bar in 2011 and served as a judicial clerk for the Hon. Carolyn B. McHugh at the Utah Court of Appeals. Her practice focuses primarily on estate planning, business planning, probate, estate litigation, and appeals in all areas of the law.

Experience

Ms. Bulkeley is an experienced litigator and appellate attorney. She has experience in high-conflict estate litigation and in general civil litigation. She previously served as an assistant attorney general in the Utah Attorney General’s Criminal Appeals Division, where she represented the State of Utah in multiple felony criminal appeals.

Ms. Bulkeley is able to quickly recognize issues and efficiently draft persuasive arguments on complex and novel issues as well as on well-settled areas. She understands the ins and outs of merits-based and procedural arguments. When drafting terms for contracts or estate plans, she understands the need to pay attention to details so that the entire plan will fulfill her clients’ needs. Before attending law school, she was a journalist, and that experience has helped her uncover facts and write persuasively.

Associations

Ms. Bulkeley serves as chair of the Utah State Bar Elder Law Section, and is also a member of the David K. Watkiss—Sutherland II Inn of Court. She previously served as a member of the Utah Supreme Court’s Advisory Committee on the Rules of Evidence.
